First of all,Several definitions should be clear.

1.1 what’s is EX? what does it do?
EX is abbreviation of English words”exlosive”,prior to transportation into and within the USA,all explosive including fireworks must be classed and approved by DOT.Federal Hazardous Material Transportation Law authorizes DOT to issue EX approvals. therefore,all fireworks must have corresponding EX number.
